Michael Cutler

Michael W. Cutler graduated from Brooklyn College of the City University of New York in 1971 with a B.A. in Communications Arts and Sciences. Mr. Cutler began working for the Immigration and Naturalization Service (INS) in October 1971 when he entered on duty as an Immigration Inspector assigned to John F. Kennedy International Airport. In August 1975 he became a Criminal Investigator (Special Agent) for the INS at NYC.

He rotated through virtually every squad in the Investigations Branch. From 1988 until 1991 he was assigned as the INS representative to the Unified Intelligence Division (UID) of the DEA in New York. In 1991 he was promoted to the position of Senior Special Agent and was assigned to the Organized Crime, Drug Enforcement Task Force (OCDETF) which required that he work with members of other law enforcement agencies including the FBI, DEA, ATF, U.S. Customs and local and state police as well as law enforcement organizations of other countries including Israel, Canada, Great Britain and Japan, to conduct investigations of aliens involved in major drug trafficking organizations. He retired from the INS in February 2002, after a career that spanned some 30 years.

Finally, Michael Cutler has appeared on numerous television and radio programs including Lou Dobbs, Fox News, MSNBC and many other television and radio news-oriented programs to discuss the enforcement of immigration laws.

The idea that you could disguise a huge elephant by making him wear sunglasses was obviously preposterous- it is no less preposterous that the attorneys believe that using the initials CIR instead of the term Comprehensive Immigration Reform would confuse us! When I have raised the issue of the Visa Waiver Program to many of my friends on Capitol Hill from both sides of the political aisle, most agree with my concerns but they tell me that the executives of the travel, hospitality and tourism industries have invested incredible sums of money to hire major lobbying organizations to make certain that the Visa Waiver Program not be tampered with! These executives' greed clearly takes priority over decency and even commonsense. When the attacks of 9/11 occurred travel nose-dived around the world. If these greedy fools would think things out, they should be the greatest proponents for terminating the Visa Waiver Program because their industry depends on a safe airline system. Incredibly, while it is clear that the Visa Waiver Program constitutes a threat to national security, the politicians have permitted these greedy corporate executives to make national security decisions for our nation and all they appear concerned about is their profit margin! As one of my friends told me, these executives want illegal aliens to change the sheets in the hotel rooms and then want wealthy tourists to come to the United States to sleep on those sheets!

Political "Will" is Lacking to Secure Borders

In the early 1980's I approached then New York Senator Alphonse D'Amato to attempt to interest him in becoming involved in a number of issues relating to immigration law enforcement. In a meeting he held with me, he asked me to get as many of my colleagues at the INS to corroborate what I had to say about failings of the INS. Over the next 6 months I managed to convince more than 30 of my fellow INS employees including some immigration inspectors (I started my career as an immigration inspector at John F. Kennedy International Airport) to attend meetings with members of the senator's staff in New York. Ultimately, Senator D'Amato met with me and three of my colleagues. We were told to expect the meeting to last 30 minutes. Instead he met with us for nearly 3 hours. This was the first time I would ever approach a member of the Congress to seek assistance with the enforcement and administration of the immigration laws. It was certainly not to be my last!

Illegals from 'Special Interest Countries' Flocking to New Mexico

The really significant issue in this news story is the fact that the FBI was involved in this case and the aliens were identified as being from "special interest countries." Additionally, the fact that one of the leaders of this criminal conspiracy was a citizen of Brazil. There have been numerous reports about terrorist training camps operating in the "Tri-border" region of Brazil that have been training terrorists from the Middle East. In noting these factors I am simply speculating on the potential that these individuals may have any association with the training camps in Brazil. However, the fact that the FBI has joined the investigation and the fact that at least a number of the aliens involved have been identified as being from "Special Interest" countries, makes it reasonable to consider such possibilities. I would also be interested to know if the 8 illegal aliens from Brazil were natives of Brazil or had either naturalized in Brazil or if they had simply been able to acquire Brazilian passports by bribing passport officials. This then begs the obvious question, if any of the 8 who were identified as being from Brazil had not been born in Brazil, were they from "Special Interest" countries?

For the Catholic Church to take a stand on an issue that has such extreme implications for national security is outrageous! What is also outrageous is the simple fact that while the Church decries the lack of dignity that the arrest of illegal aliens represents (in the Church's judgement), why is the Church conspicuously absent at those factories and other work-sites where illegal aliens are horribly treated. Why is the Church not showing up to protest the illegal conditions under which illegal aliens often live and work?.......

Yet even though aliens attacked our nation because they were able to gain entry into our country and then remain here by gaming the immigration bureaucracy, the Clinton Administration embarked on an insane program known as "Citizenship USA." Under the auspices of that ill-conceived program that was largely put under the control of then Vice President Al Gore under what was called the National Performance Review, the United States naturalized more than one million aliens and in the mad dash to crank out all of those new citizens, thousands of criminal aliens were naturalized.
